So when we were house training my puppy, Luna, we hung a jingle bell on our back door and taught her to ring it she needed to go outside. It's a way for her to communicate to us that she needs to go! It's been neat to watch her learn how to do it.
It didn't take her long to figure out that we would come running with praise and a treat every time she rang the bell and then did her business outside. Now she even rings it now, when she wants to go outside and chase birds!
Any way..we thought when we first got the bell, that we would have problems with our kitty-Diesel playing with the bell all the time which would lead to more confusion because we wouldn’t know if Luna needed out or if Diesel was being a stinker.. but it turned out well because we never really had problems with that.. he rarely touched it.
Sometimes when Luna is outside, Diesel will sit by the door and watch her and then he'll ring the bell when he wants her to come in! I'll hear the bell, and think.. Luna is out.. and I'll go to the door and sure enough Mr. Kitty is sitting there staring out the window at Luna, and she's sitting there wagging her tail diligently waiting to come in and pounce on him! Hah! The interesting thing is, Diesel only touches the bell when Luna is outside.
Or the second theory is that Luna tells him to ring the bell so she can come in and play too.

I'm telling you, they're smarter than we think and there's more than what meets the eye....
I think the cat is being the typical feline and bossing the puppy around. Luna, the sweet doggy she is, just plays along, happy to get some attention from her housemate.
I don't know, it could be the right observation either way. Cats (especially Jax) can definatley be little stinkers but at the same time. It's kinda like they do their best to keep it a secret that they REALLY do love their families...kinda like boys/brothers
